New boat sticker required

Anybody who wants to launch a boat more than 10 feet long in Idaho waters will have to buy an Idaho Invasive Species Fund sticker. A new state law requires the owner of any boat and any non-motorized vessel - canoe, kayak, raft, drift boat etc. - to buy and display an Idaho Invasive Species Fund sticker to legally launch and operate the boat in Idaho. Inflatable, non-motorized vessels less than 10 feet long are exempt. The sticker and fee are in addition to any annual boat registration fees already paid. Stickers cost $10 for motorized vessels registered in Idaho, $20 for out-of-state motorized vessels, and $5 for non-motorized vessel more than 10 feet long. Discounts for non-motorized commercial fleets are available. The fees generated from the sale of stickers will fund vessel inspections, washing stations and informational materials that will help Idaho prevent the introduction of aquatic invasive species, such as quagga mussels. Stickers can be ordered by mail, using a downloadable form available at http://parksandrecreation.idaho.gov/. Mail completed forms, with a check payable to the Idaho Department of Parks and Recreation, to: IDPR Registration Unit, P.O. Box 83720, Boise, ID 83720-0065. Please allow seven days for processing. Stickers also are available online at http://parksandrecreation.idaho.gov/; a service charge is added to online transactions. For questions about sticker purchases, contact the Idaho Parks and Recreation registration help line at: 1-800-247-6332. To prevent the spread of invasive species all boaters should:

  • Inspect all exposed surfaces - small mussels feel like sandpaper.
  • Wash the boat thoroughly with high pressure or hot water.
  • Remove all plant and animal material.
  • Drain all water and dry all areas.
  • Dispose of all bait.
  • Wait five days and keep boat dry between launches.
The Idaho Department of Agriculture is responsible for management of the Idaho Invasive Species Fund program.

So does it mean ya cant launch your boat untill you get the sticker with the 7 day estimated time to get the sticker? especially since this hasnt been put out for public etc, and some of us have plans for the weekend and wont have them in time. Any one know what they are thinking on this?

That is a 7 day processing time. They do not work weekends and that does not count mailing time. It could take 2 weeks or more. They will probably be swamped also with requests so that will slow things down. I do not see any one getting a ticket any time soon when many people do not know about this sticker.

I would also like to know how people are suppose to know about this law? If I was not on this forum, I would not have a clue. It will not be in the F@G regulations until the new ones come out. Boaters have most likely all ready registered their boats, so no chance of being told there. It also seems that without a pc, you can not get a sticker either. You either have to order it online, or send in a request by mail, but you have to download the request form and fill it out to mail it in. Not very good planning on some ones part. I also sent Butch Otter a letter telling him what I think of his law. Just another fee to pay to line someones pocket. Why does "Tea Party" keep coming to mind?

I would like to know what part of their body they pulled the figure 10+ feet out of. Can any one tell me what the difference is between a 9' and a 10+'.... So, felt soles, waders, float tubes...are all SAFE!???????
This is one of the laws sent through sooooo fast it was a blurr and definitely not thought through at all.

Does this mean you have to sticker those big water weenies? And will it be $5. because it doesn't have a motor on it, or $10./$20 because it is being pulled by a motor boat?

I will pay this as I will pay the $10. MORE to the Out of state license but can IDAHO PLEASE switch to the 365 day....come on!

I also don't like the new law. IMO it wouldn't be fair to get a ticket for not having the new sticker until after Memorial Day. If you run into the wrong officer next week I bet you could still get a ticket.

This summer there will be many people launching their boat who have never heard of the new sticker. Unless officers enjoy writting tickets all day, this will be a nightmare to enforce. I'm surprised a law like this passed. This would have been a good example of why a governor has the power to veto a bill. The most logical way to fund the new program is to take the fee out of the boat registration.

I wonder how this is going to work on boarder waters like Bear Lake and Snake River + reservoirs along the Oregon boarder? There will be many boats on boarder waters that launch their boat in their home state who cross into Idaho while on the water.

For a nonresident to fish Idaho it now costs $98.25 for a seasonal fishing license + $20 if they have a motorized boat. In April the nonresident fishing license costed $82. These recent fee increases will be enough to stop some nonresidents from fishing Idaho this year.

I agree with you Flygoddess, I think it's dumb that I had to get a sticker for my canoe but not for my pontoon boat. I would think that there are more places for an invasive species to hide on my pontoon than on the canoe.
That being said, I do appreciate the effort to provide more funding to keep out invasives. I just hope they actually put the money raised to good use.

I have seen reports were they haven't proven that the little beasts adhere to inflatables. I do have a toon that's only 8 ft though. $5 isn't much though for a non- motorized- now my aluminum boat at $20.

Ya I hesitated to say anything positive about it, because I don't mind $5 if it has potential to do good, but I feel you guys that have to pay bigger fees. I think felt boots (which I use too) are more dangerous than pontoons or small boats, especially for nz mud snails, which I still haven't seen in the wild, I've seen most of the other invasives (mostly not in Idaho though). I hope we can keep them out of our neck of the woods.

Well, I got mine today. Took a total on 8 days. I am surprised it came that fast.

I still think it is a crock. I don't mind paying for something that will actually help, but the way the law is written makes this a waste of time, money and effort..

It just goes to show, politicians aren't the smartest people around. With non-res licenses going up shy of $100, and no 365 day license in sight (Senators and congresspersons from Idaho take notice) an extra $20 tacked if you have a vessel, makes it closer to reality that less out of staters will be spending tourist dollars in Idaho. Some locals will rejoice. Go for it. Then when your licenses' double in price because of this, maybe non-residents don't look so bad. The trickle down effect.
Also from the local SLC fishwrap. More about the invasive species without the taxpayer coming up with the scratch.

Just curious. I don't get the paper and I usually don't watch the local news any more since they're usually wrong or 3 days late, so did they actually make a significant notification effort on this law? I haven't heard it on radio, or on T.V. yet. The only place I've heard it was on this board. I would figure they would at least send out a postcard to people that have registered boats in Idaho so that we would know about it. So has anyone seen it mentioned elsewhere so far?

The Post Register had an article in Thursdays paper . I ordered two yesterday . At Idaho Parks and Recreation . I payed with a credit card and it cost a $1.60 for a total of $21.60 . Curt G.

Well it looks like they need too make money and the raise in liscence fees wern't enough. I will think hard about fishing in Idaho. We always fish Salmon Creek and I doubt we do this year. I guess they think all of us sportsman are made of money. I don't think they even realize the economy is in shambles. Like all the taxes on liquor and cigaretes, what will they do when some stop drinking and smoking. What will they tax next. Taxation without representation. Welcome to the land of taxation

Are you really going to let $ 30.00 Dollars more stop you . Thats a half a tank of gas . When you get here bring a lunch instead of giving your money to the restaurants . Camp on forest service ground instead of pay camp grounds . I know the economy is tight , but life is short . Hope you change your mind and come on up . Curt G.

Its not the money, I make good money. They try to goge us more and more. We buy liscences in AZ, NV, UT and ID every year. Prices just keep going up and up.

I am confused.The way I read it, if you have a non-motorized vessel under 10' you are exempt from buying the sticker. Is that correct?

Yes, under 10' no charge...but that is also saying that a 10' boat WON'T transmit it but a 10'1" will. It is flat out stupid!

And it has nothing to do with the licenses. That is a whole different issue. IDAHO>>>come on, locals UNDER $30. but out of towners......$70.!!!! more who are you kidding! They have already proven that Pyramid fish are far bigger than Henry's. Hear about the 36" coming out of Gorge, Strawberry, etc. Come on!

so I say $36. MORE!!!!!! ($16. in hike and $20. for a 10'1" boat) on top WHY!

Understand, fishers are not the only worry for these species. JET SKI'S (which I might add are under 10') WATER SKIING BOATS. So all you that hit Yuba, Powel, etc...this means you. Don't blame it all on tourist.

As far as the species sticking to a vinyl boat more than a canoe...FALSE! If you are in the midst of them either is at risk although tuffer on a smooth surface, but I am sure you are referring to the frame and the fact you are also in the water..
IT'S CALLED....TAKE CARE OF YOU STUFFFFFF!

I got my license before the $16. hike and I can say, this will more than likely be my last season. If Idaho could pull their collective idiot heads together and go with the 365, there might be a change.

Remember....TOURISM keeps states alive. You very well could see you own licenses going up

I got an application in the mail today. So it looks like they are sending applications out to registered Idaho boat owners.

I already got mine by going to the Parks and Recreation Department headquarters in Boise a couple of days ago.

This may not be the right way to go about this but to me at least it is a start in the right direction to get the public informed. How many snow birds are spending their winter at Havasu and coming back up here and floating their boats in our lakes without even thinking about cleaning them. May be this will make them aware that there is a problem and to clean their boats. We can only hope because the Quagga and Zebra mussels are a death sentence to our lakes.

This is all very interesting, I stopped in the Dept of Parks and Rec here in Idaho Falls yesterday, and the gal at the front desk said none of the park and rec offices would be carrying the stickers for sale right in the office, everyone had to mail them into Boise or do it over the net. She didnt seem to know a whole bunch about the sticker and was surprised that any one could walk into a park and rec office to buy one direct. She did say they were going to make a mass mailing if you had your boat registered over 2 years. Ill see if i get one in the mail or not, but still going to get one going in the mail. Keep a copy of what you send in with you for proof that you sent it in if you get checked, CYA. Not that i dont trust any one, but, I would keep it in case. Good luck to everyone.

Got the mailing yesterday in the mail. I was hoping to get stopped at the ramp and have the fish police give me a citation. I don't care about the $10. It's the poor manner in which this has been approved and deployed. How about all the folks with vessels 10' and under? They have just as much potential to bnng in invasive species as anyone. They should contribute to the fund.

All tho I all ready have my sticker, I did get the mailing notification today. It was a small pamphlet describing the reason and cost and a section on the side you could fill out and send in.
