Does anyone know why it's illegal in many places but the DNW officers are promoting it at certain places anyway? You all know the places. Why don't they just make it legal for target species? Is it too hard to target just one fish when under water like that?

Anyone know how to do this right? I can't figure it out.
I want to head back to the Provo outlet and try to successfully hook walleyes with my hook. It's an old school hook 13" in diameter, maybe that's the problem with it. Do I need to buy one of these jointed things or something?
