EASTERN DISTRICT

Assault Arrest
On 8/8/07, EnCon Police Sgt. Zabilansky, Officer Rose, and Special Conservation Officers (SCO’s) Blanchette and Graves responded to Green Falls Campground at Pachaug State Forest in Voluntown for a complaint of a fight with injuries. They learned that a 13 year-old girl was camping with her father and his girlfriend. She had an argument with the girlfriend and called her mother to pick her up at the campground. The mother arrived and had a loud verbal dispute with the girlfriend, which escalated to a physical altercation. Both women were arrested and charged with Assault 3rd.

Narcotics Arrest
On 8/11/07, EnCon Police Officers Golet and Johnson were on patrol at Salmon River State Forest in East Hampton where they observed a pick-up truck with a male driver and female passenger parked on a closed road. When the officers walked up to the vehicle the driver made several furtive movements and covered an item on the center console with his jacket. When he was asked to pick up his jacket the female covered the same area with a notebook. The officers investigated and found a quantity of cocaine and drug paraphernalia in the vehicle. The 40 year-old driver was arrested for both charges.

Injured Campers
On 8/25/07, SCO Blanchette responded to Salt Rock Campground in Sprague for a complaint of an injured camper. He learned that a 46 year-old man and his 7 year-old son were both injured when a limb fell on them. The boy received minor injuries and the father was transported to a hospital with a head laceration and back injuries.

Mentally Unstable Male Apprehended
On 8/26/07, EnCon Police Officer Johnson responded to Mansfield Hollow
State Park in Mansfield for a complaint that a subject was yelling from shore to kayakers that he was going to kill everyone. EnCon Sgt. Wolfe, EnCon Police Officers Yescott and Bernier, SCO Marvin, three State Troopers and a Mansfield Town Constable responded to the scene. The suspect was known to law enforcement as being mentally unstable and a threat to any responding police officers. The 43 year-old male was located near the lake drinking beer. He became very upset with the presence of the officers and dove into the water yelling obscenities and stating, “cannibals were after him”. He swam to an island and then to a point near shore where officers in two boats confronted him. He began to attack the police and was subdued with a taser by the State Police. He was charged by the State Police with numerous crimes and taken to Windham Hospital for an emergency psychiatric evaluation.

Narcotics Arrest
On 8/27/07, EnCon Police Officer Ruggiero arrived at the Lake Beseck Boat Launch in Middlefield where he observed two vehicles parked near each other. A male was standing outside one vehicle talking with a female driver. The female was observed emptying a small bag on the ground and the male reached in her vehicle and put something in his pants’ pocket. Officer Ruggiero approached the male and asked what he had put in his pocket. The subject gave him a bag of marijuana and pipe. While Officer Ruggiero was dealing with the man, the female made several furtive movements in an apparent attempt to hide items from the officer. She ignored commands to remain still. Officer Ruggiero called for back up and Capt. Overturf, Officers Reilly, Gregonis and SCO Chaput all responded to the scene. Female Officers Reilly and Gregonis searched the female driver and recovered two bags of marijuana including one bag which was hidden in her the crotch area of her pants. An additional drug pipe was recovered from the male’s vehicle. The 47 year-old male was charged with Possession of Marijuana, Possession of Drug Paraphernalia and Prohibited Acts in a Boat Launch Area. The 45 year-old female was charged with Possession of Marijuana and Prohibited Acts in a Boat Launch Area.


MARINE DISTRICT

Vehicle Burglary
On 8/2/07, at approximately 1:00 a.m., EnCon Police Officer Chemacki was dispatched to the campground at Hammonasset Beach State Park on a complaint of a burglary into a vehicle and the vehicle’s owner was detaining the suspect. When Officer Chemacki arrived, he found two adult males detaining a teenager. One of the adult males stated that he had caught the teenager in his truck burglarizing it. Officer Chemacki searched the subject and found two cell phones on his person. The subject stated they were not his. Further investigation revealed that both cell phones had been stolen out of vehicles at Hammonasset State Park. The subject was arrested and transported to Troop F for processing. He was charged with Burglary in the third degree and Larceny in the sixth degree. He was released on a $5000.00 non-surety bond.

Narcotics Arrest
On 8/5/07, EnCon Police Officer Tavares and Capt. Overturf were patrolling the West Beach Parking Lot of Hammonasset Beach State Park in Madison. As they were patrolling the lot, they noticed a person standing outside a vehicle who appeared to be possibly locked out of the car. As the officers exited their vehicle and approached the subject, they noticed four other people inside the car who began moving inside the vehicle in an attempt to hide something. Capt. Overturf asked the driver to open the door, which she did, and the officers immediately noted the odor of burning marijuana coming from inside the car. Capt. Overturf saw several small burnt marijuana cigarettes in the drivers side door and when Officer Tavares opened the passenger side door, he found a marijuana filled cigar. During a search of the vehicle, a small bag of marijuana was also found. One of the subjects stated that the marijuana was his. That subject was issued a promise to appear for Possession of Marijuana less than four ounces and released.


BUI Arrests
On 8/18/07, EnCon Police Officers from the eastern sector of the marine district conducted a boating safety enforcement initiative at the Niantic River State Access Area. At 1800 hrs., Officer Chemacki saw a vessel approach the launch, but instead of going to one of the docks at the launch, the vessel’s operator drove the vessel onto a pile of rocks next to the launch. Sgt. Healy and Officer Chemacki were able to pull the vessel from the rock and brought it to one of the docks. Officer Chemacki spoke to the operator and immediately noticed a strong odor of alcoholic beverages. The subject also had bloodshot eyes and was slurring his speech. Officer Chemacki also saw a bag containing numerous empty beer cans on the boat. Officer Mieldzioc performed a series of field sobriety tests on the subject, which he failed. The subject was placed under arrest and transported to the Waterford Police Dept. for processing. The subject refused to take a breath test. He was released on a promise to appear. At 2000 hrs. that same evening, Sgt. Healy conducted an inspection of a vessel that came into the access area. During the inspection, Sgt. Healy noticed that the operator was very unsteady, had slurred speech and poor coordination. Sgt. Healy also noticed a large quantity of empty beer cans on the vessel. While speaking to the operator, Sgt. Healy noticed a strong odor of alcoholic beverages. Officer Mieldzioc administered a series of field sobriety tests to the operator, which he failed. The subject was placed under arrest and transported to Waterford Police Dept. for processing. The subject agreed to take a breath test, which indicated his blood alcohol level was twice the legal limit. The subject was released on a $200.00 cash bond.

Narcotics Arrest
On 8/11/07, EnCon Police Officers Gregonis and Bernier were patrolling Hammonasset Beach State Park in Madison. They responded to the campground on a noise complaint from the previous evening. Upon arriving at the site, they saw numerous empty beer cans and could smell burning marijuana. They called for assistance from Sgt. Bull and a narcotics canine from State Police Troop F. While investigating the site, Officer Bernier saw six marijuana filled cigars in one of the tents. The State Police canine also detected a bag of marijuana on one of the subjects at the site. The canine then detected a container of pills that turned out to be Vicodin and Percoset, which the subject did not have a prescription for. Three subjects were placed under arrest for various narcotics charges and transported to Troop F in Westbrook for processing.

WESTERN DISTRICT

Attempted Suicide in State Park
On 8/5/07, EnCon Police Officer Pete McGinn responded to a report of a possibly suicidal male on the cliff at Sleeping Giant State Park. Officer McGinn and SCO Wayne Wirth convinced the subject to voluntarily commit himself for medical evaluation at a local hospital.

Man Injured in Cliff Jump
On 8/11/07, EnCon Police Officers provided medical assistance to a 17-year-old male from Shelton who was injured when he jumped off the cliff at Indian Well State Park into the water. The victim was transported to a local hospital for treatment.

Officer Struck by ATV
On 8/19/07, SCO Robert Clarke was on patrol at Black Rock State Park in Watertown when he came across an ATV that was stuck on a rock. As Officer Clarke approached the ATV he instructed the operator to shut the engine off. ATV operation is not permitted in state parks. The subject managed to free the ATV from the rock and accelerated towards Officer Clarke, striking his knee with the ATV. Officer Clarke was thrown to the ground and the operator escaped. Officer Clarke was treated and released at a local hospital. EnCon Police officers are investigating the assault against Officer Clarke and have developed a number of leads as to the identity of the assailant.

Suicide in State Park
On 8/20/07, EnCon Police Officer Tate Begley responded to a report of a suicide at Putnam State Park in Redding. Officer Begley determined that a male in his 30’s had taken his own life by shooting himself with a rifle. The State Police Criminal Investigation Unit and Troopers from Troop A also responded. Officer Begley assisted with the investigation.

Murder Suspect Sought
On 8/24/07, EnCon Police Officers Matt Tomassone and Keith Schneider responded to Mattatuck State Forest in Plymouth to assist the Plymouth and State Police in searching for a murder suspect. The suspect had killed his wife then fled into the state forest with a firearm. The suspect was located in the forest where it was determined that he committed suicide.

Sexual Assault
On Saturday August 25th at Squantz Pond State Park, EnCon Police Officer Buckley responded to a complaint of an adult male in the swim area fondling a 13-year-old female. EnCon Police Officers Stanko and Samorajczyk arrived to assist in the investigation along with SCO Dirga and SCO Williams. The officers determined that a 13-year-old girl was wading in the swimming area when a man purposely fondled her genitals. The victim stated that she thought it was intentional because the swim area was not crowded and that she and her two cousins had twice moved away from the man but he continued to follow the girls where they moved. The victim identified the suspect to officers who then interviewed the suspect. The suspect admitted to brushing up against the victim but denied fondling her. The suspect was arrested for Sexual Assault 4th degree, Risk of Injury to a minor, Public Indecency and Disorderly Conduct. The subject who was from Danbury, CT, was released on a $5000 bond.
