In the mountains, what month is usually the ice safe enough to go ice fishing?

It all depends on the particular lake. Some waters are normally iced by early December. Some aren't "safe" until later in the month. Where are you thinking of heading?

I was thinking about Lake Granby and Shadow Mountain.

Probably late December or early January. Last year we were ice fishing some places on Granby by about December 22 or so, but it was real "iffy". This year is warmer so far.

Shadow Mtn is much shallower so it should be fishable earlier.

I think I can wait that long, lol. Last year we went up for the ice fishing tournament and when we were on the lake it seemed like we were walking on slush and it didnt take much for the augur to get a hole in the ice, and we were not too far out on the lake.
