I'm not responding to ask to go, but rather to give you some advice on what has been working for us.

I live in Garden City and have been fishing Bear Lake pretty much constantly for the last month or so and I can tell you that the Lakers are in spawn mode right now and have got a big case of lock jaw and have loving on their minds. It makes for a lot of unproductive trolling and jigging for them. The CUTTHROATS on the other hand are biting and they have been from bottom to top for us. We have been fishing in 20-30 FOW from the marina north to swan creek and we have been fishing the east and north side of the rockpile in 65-75 FOW running one or two surface rods and two downriggers. One of the downriggers is about 4-5' off the bottom and we run the other one at 20-30' down. Been getting Cutts at all depths with about 2/3 of them in the upper 20'. We've been using gold spoons and gold and black or perch colored rapalas. Trolling speed for us has been 1.8-2.2 mph.
