I tried this setup yesterday and actually caught the only cat for the day. Next time out I'll try adding some blood stink bait to the bag as well.

With cats you never know what will get their attention. We have good luck using local minnows cut into 1 inch chunks, we drag them behind the boat going .5 mph, using floating jig heads and just enough weight to have the weight drag the bottom.
