Yes there is a fee to get in although I'm not sure what exactly. EDIT
Aquaman posted that it was $2 per car, but as of April 1st it goes up to $5 per car.
If I make it I'm actually going to launch my tube from just south of there on the dike, getting access from the bubble up. That way I can paddle around and get into the marina by water.
