For your purposes, artificial baits would be your alternative to live bait. Find water 4-8 feet deep within casting distance of shore and fan cast small crankbaits, spinnerbaits or twister tail jigs. Lake Mendota contains carp, can be caught using cheese and dough baits dropped on the bottom. Lake-Link website has specific reports for the lakes in your area, good info from local fisherpeople.
