Reintroduction of Anadromous Fish In NW Montana

I have found very little information on Anadromous fish that used to migrate up the Kootenai and Clarkfork Rivers from the Columbia River drainage system but, there is some information on the internet that they used to be in Montana before the dams were put in place. Would it be possible to reintroduce the chinook and coho salmon along with steelhead trout into the North West Montana area with the use of fish ladders like they once were? Input would be appreciated, thank you.
