Tilt issue on Evinrude motor

Judging from where you are pointing it appears to be the right area for the service port. Unless there is another screw on opposite, I would say the appearance of this screw type is the right service port. With lock engaged still in up position, try retracting ram to see if pump assy will pivot providing a better access to the screw by hand moving pump assy. Once loosened reposition pump assy back to its normal position to extend the ram fully before removal of screw.
