yes and no, I have fished wind blown waves often and have had my prey dissappear, and other times due to wind direction it has sent the crippled baitfish right to me and started a feeding frenzy.Structure and current definately play a roll when fishing from shore, and depth is also a factor. also sunny or overcast even rain, can all be factors good or bad when the top waters a little Angry.
