Bear Shot Attacking Dog
On 8/13/08, EnCon Police officers responded to a private residence in New Milford where the homeowner reported shooting a black bear that was attacking his dog. Officers located evidence to substantiate the homeowner’s claim that his dog was being attacked. The bear was a sow with two cubs. The cubs were located in a tree adjacent to the residence and were successfully tranquilized and relocated. Officers determined that the homeowner was justified in the shooting.

Deer on Airport Runway
On 8/14/08, EnCon Police officer Matt Tomassone responded to Bradley International Airport in Windsor Locks for a deer that was inside the secure area surrounding the runway. Attempts to move the deer out of the area were not successful so the deer was euthanized to avoid a possible collision with an aircraft taking off or landing.

Domestic Violence
On 8/15/08, EnCon Police officers Ed Yescott, Steve Stanko and SCO Lori Coppinger responded to Housatonic Meadows State Park Campground in Sharon for a domestic violence complaint. Officers determined that a male subject had a verbal fight with his girlfriend and began to throw items about the campsite. The subject then struck his girlfriend and then left the park with her.
Officers made attempts to locate the subject and his girlfriend, eventually locating the victim, who advised officers that her boyfriend did in fact strike her. The subject was then located and arrested for Breach of Peace 2nd degree.

Bear Shot Attacking Goats
On 8/23/08, EnCon Police officers responded to a residence in Litchfield where the homeowner complained of a bear killing one of his children’s pet goats. Officers determined that the bear entered a small barn where the goats were kept and killed one of them, dragged it out into the yard and partially consumed it and left the area. The officers advised the homeowner to remove the goat and explained how to better protect the remaining goats by improving the fencing around the goat enclosure. Approximately 2 hours after the officers left the bear returned and tried to force its way back into the barn where the surviving goats were. At that point the homeowner shot the bear to protect the remaining goats. Officers returned and determined that the homeowner was justified in his actions.

DWI Arrest
On 8/25/08, EnCon Police officers Steve Stanko and Ray Ramos were on patrol in the Naugatuck State Forest area of Naugatuck. Officer Stanko observed a pickup truck driving from the forest area and eastbound on Lewis Street. The truck then drove off the roadway and into the right shoulder into a dirt embankment on a steep hill and then into a fire hydrant. Upon checking to see if the operator was injured it became apparent that the operator was intoxicated. Beer cans littered the vehicle's foot well and the operator smelled strongly of alcohol. The operator became uncooperative and combative with officers and a brief struggle occurred. The operator was arrested for Interfering/Resisting with Police, Operating Under Influence Alcohol/Drugs (3rd offense), Operating Under Suspension and Improper Lane Change.


MARINE DISTRICT

Suspicious Person
On 8/11/08 at 1 AM, EnCon Police Officer DeFelice was patrolling the campground at Hammonasset Beach State Park. Officer DeFelice observed a male subject walking on Beach Rd. toward the camp store and beach area. The beach area is closed at sunset and the camp store closed much earlier in the evening and had been recently broken into. When the subject saw Officer DeFelice, he quickly turned around and began walking in the opposite direction. He cut through numerous campsites and Officer DeFelice stopped to talk to the subject. The subject smelled strongly of alcohol and stated he was camping at the park but could not remember the site. The subject was carrying a backpack which he voluntarily opened for Officer DeFelice. Inside the backpack was a bag of marijuana. The subject was placed under arrest and released on a promise to appear.

Overbag on Bluefish
On 8/22/08, EnCon Police Officer Samorajczyk responded to a complaint in Fairfield of three individuals taking over their daily creel limit of bluefish. Upon arriving he made contact with the three individuals matching the description given to him in the complaint. The subjects had twelve snapper bluefish in a bucket and upon questioning them; Officer Samorajczyk discovered they had more bluefish in their vehicle. The subjects retrieved a bag and bucket from their vehicle containing more bluefish. The subjects had 109 bluefish in their possession. The daily creel limit is ten per person per day. The subjects were issued infraction tickets for the violation and the excess catch was seized.

Violations on Charter Boat
On 8/23/08, EnCon Police Officer Samorajczyk and Sgt. Lundin were on patrol of Long Island Sound off of Darien. They boarded a charter vessel from Long Island to conduct an inspection of the catch and the vessel’s charter boat license. During their inspection, the officers found thirty scup under the legal minimum length on board the vessel. Infractions were issued to two fishermen on the boat and also to the captain of the vessel for possession of scup less than the minimum legal length.

Boating Accident/BUI
On 8/24/08, EnCon Police Sgt. Lundin and Officer Samorajczyk were dispatched to Bridgeport Harbor to assist the Coast Guard with a boating accident. A vessel with four persons on board had struck the break wall in Bridgeport Harbor and was taking on water. The three passengers on the vessel sustained injuries and were transported to Bridgeport Hospital. The operator of the vessel was not injured and appeared to be under the influence of alcohol. A crew member from the responded Coast Guard vessel performed a field sobriety test on the operator. The operator failed the tests. Officer Samorajczyk and Sgt. Lundin arrived on the scene and after conferring with the Coast Guard crewman, performed a series of field sobriety tests on the operator of the vessel. The operator again failed the tests and was taken into custody. The operator was transported to Troop G in Bridgeport for processing. He was charged with Operating a vessel under the influence and released on a promise to appear.

EASTERN DISTRICT

Public Safety Assists
Encon Police Officer Dwyer was busy with several Public Safety Assists in August. On the 9th, while on a day off, Officer Dwyer came upon a medical assist for an unconscious motorist on Route 66 in Columbia, and administered CPR until EMS units arrived. Then, on the 19th, Officer Dwyer administered first aid to a motorcyclist who had an accident on Hard Rd. in Columbia. On the 26th, he responded to a report over the State Police radio of a shooting at a residence on Route 66 in Columbia, where Officer Dwyer was the first responder at the scene. He secured the scene, not knowing at first that it was a self inflicted gunshot wound and then administered CPR to the victim who suffered a chest wound from a .45 caliber handgun.

Fugitive Arrest
On 8/19/08, the Eastern District Headquarters received a request from the Coventry Police Dept. to assist with the capture of a wanted homeless individual who was living in the wooded area near the Airline Trail. Detectives had spotted smoke from one of the suspect’s campsites and were anxious to capture him as he had eluded officers on several prior occasions, and had been terrorizing hikers on the trail. There was an active warrant for the individual for probation violations and who has a history of mental health issues and a combative demeanor. Captain O’Connell and Sergeants Enright and Wolfe responded along with Coventry Officers and the Connecticut State Police. All were directly involved in the capture of the individual, engaging him in a foot pursuit on to the limited access highway and subduing him with several applications from a Taser before he could be handcuffed.

Fatality-Connecticut River
On Saturday, 8/23/08 at approximately 8:00AM, EnCon Police Officers from the Marine and Eastern Districts responded to a reported missing boater near Brewer’s Marina in Deep River. A 911 emergency call to the Valley Shore Dispatch Center initiated a search that involved Deep River Fire Dept., Essex Fire Dept., Deep River Police Dept., Connecticut State Police and Connecticut State EnCon Police. Captains Overturf and O’Connell, Sergeants Lundin and Wolfe, and Officers Myers, Kane and Golet responded and searched with the aid of vessels, helicopter, divers and sonar until dusk on Saturday. The search was resumed on Sunday until State Police Divers found the body with the aid of side-scan sonar approximately 300 yards downstream of the involved vessel. The investigation revealed that the victim had disappeared prior to midnight on Friday the 22nd and was reported the next morning when the victim’s dog, who had accompanied the victim from his dinghy to the trawler, appeared at the victim’s home, initiating the emergency call.

Vehicle Burglary
On 8/23/08, after several hours of surveillance of Diana’s Pool Access area on the Natchaug River in Chaplin, Officer Dwyer with the help of Sgt. Enright and Officers Danielson and Marvin were able to apprehend two individuals in the act of performing a “smash and grab” burglary on a vehicle. The two individuals were believed to have committed at least a dozen such burglaries in the area, and both had prior criminal histories. One individual has pending cases for at least 8 prior burglaries and admitted to breaking into vehicles the day after being released from jail.
