chums?

Hey I just moved to northern Idaho, just across the border from you guys, so I'm excited to do some fishing in washington. I really want to get into some pinks and chums in the puget sound area. having read a little about that, it sounds like a blast. If I'm reading things right this will be an off year for the pinks, but I'd still like to try for the chums. does anybody have any advice on which river to fish/when to go/ what to use? as you might tell I'm pretty much starting from scratch here [crazy].
