Does anyone know if anything besides trout been stocked in Winder since it was drained last?

Has anyone fished Winder or Foster since they were drained a couple of years ago?

I have not fished either, but there were fish in Winder last year. They were just minnows. It is also quite low all ready as in August levels right now. Foster is stocked with planter trout and that is all so far.

I know that they put some 6+ catchable trout in Winder last year, and some 3-6" trout fingerlings in Foster this spring.

Was Winder drained again last year?

I was wondering if any of the panfish etc were coming back, from either stocking or via the canals.

To early to tell on Foster if any fry have come down the canal, but I suspect some will this spring, thats basically how they got in Foster before and turned out to be a huget fishery for them. It will take a few years but with not much other competition, except the bows, the pans should grow fast and in couple years be catchable or keepable.

Hopefully some bass make it down too. We need more waters that are free of wakeboarders, and these two reservoirs were good ones. I hope they come back and that the new system keeps them from being drained.

They have a "new system"? The canal company is actually smartening up and not wiping out the fisheries?

I have always thought that the canal co really approached things wrong by threatening and destroying the fisheries and going "private" on lakes.

They have done nothing in my book but prove to me that they won't manage any "new" water with the public's interest in mind at all. Why should we replace a good public fishery with a private one managed by them and funded by us?

We also have to remember, these resevoirs around foster, glenndale, etc are managed by a different canal company vs twin. I do know that they want to keep glenndale full and not drain it. they have done work on the damn this winter/spring to beef it up and inprove their emergency overflow with out draining it. congrats to them for working on it and allowing F&G to improve the launche etc at glenndale. Compared to twin, heads above the twin lakes canal company.

My mistake then. I must be Confused. I thought it was all of the same irrigation co, and that when they didn't get approval for the dam in the Narrows, they were threatening to take all of their reservoirs private or drain them. Thus they drained Winder and Foster without enough time for many of the fish to be moved etc. May be all gossip! Wish I could get some clear facts.

Do you know what lakes they do own?

Anyway, good for the guys on Glendale for not messing up things while making repairs!

Like Curt said, I believe the Twin lakes canal company owns condie and Twin Lakes. Dont know if there are others, but the one that controlls foster and glenndale and some others are not involved in the Narrows project and some of the share holders I know from talking to them, were upset that the entire pool from foster was drained since they fish it too. so everyone in the canal company, just like all republicans and all democrates dont always agree on what happens or goes on. Just a few seem to control it all. Over all ive been pleased with the glenndale canal company and what they try to do

Thanks, I am really glad to know that. It is much better to know that they were drained because of actual need rather than a power struggle over the proposed dam.

Most farmers try to keep a good balance, and I understand the need for water. Sometimes they have to look at the fish as being replaceable, but it is hard to replace their whole livelihood. Without the irrigation needs we wouldn't have very many places to fish around here. The farmers have invested a lot of money in creating these reservoirs and there is a lot of upkeep on them caused by a few discourteous recreational users.

They own three. Twin, Condie, Winder. They where going to make them private but didnt have the right permits. Because the bear river dam wasnt looking in there favor. here is a artical off the news channel six Pocatello i found. This was spring of 08. last i heard the IDF&G jumped aboard with Twin lakes to help make the bear river dam happen, in trade to keep the lakes open to the public.

Local sportsmen may find themselves a little Confused after a local canal company issued a news release saying they were stocking local reservoirs and no fishing licenses were required.
In a news release that ran in the Preston Citizen last week, the Twin Lakes Canal Company said:
"For 2008, the Twin Lakes Canal Company will be stocking fish in Twin Lakes, Condie and Winder Reservoirs. Fish will not be stocked by Fish and Game this year. So, Idaho fishing licenses will not be required to fish in the reservoirs."
But according to Fish and Game that is not quite the case.
They say the canal company is pursuing options to convert the reservoirs into private use ponds, meaning they would be responsible for stocking the ponds as well as deciding who is allowed to fish there and what the limits might be.
But Fish and Game officials say until the canal company receives all the proper permits, Fish and Game will still have jurisdiction over the lakes.
David Teuscher, Regional Fisheries Manager: "Currently because they do not have a private pond stocking permit for any of those reservoirs, in order to fish those bodies of water you still need a Idaho Department of Fish and Game license and you need to obey the fishing rules that are in our fishing regulations."
The canal company has submitted all the required paperwork for their private stocking license to Fish and Game. It will just be a matter of time until Fish and Game determines which of these reservoirs, if any, meet criteria for a private pond permit.

Just my two cents, but how is it that the canal companies become the "OWNERS" of the reservoir. Ya I get it, they own the water rights but wern't dams built with tax payer money? I'm sure the canal companies didn't fork out the millions $$$ it takes to build these dams. I guess it's just always bothered me that they seem to have the final say on everything that has to do with the lakes. We (tax payers) built Twin Lakes reservoir now we have to pay Twin Lakes Canal Company $5 every time I put my boat on their water. I wish the governement would buy me a lake, and then let me make up the rules, and keep all the money I make. Sure would be nice.

I might be wrong but I think the canal companies did build the dams from money from the share holders-
I think that the Twin Lakes Canal Company has a few nimple Knoggins but I think that is how they were built.

I hope so. Does anyone know for sure?

Also, on the map I bought from the US Forest Service it shows a small parcel of BLM land near the main boat ramp. Does anyone know which piece of land it is? It could be a free camping area if it is BLM land.

Packfish is right, I did some research and found out the history of the Twin Lakes Company. It was funded by private money. I have attached a link to the information if anyone is intersested. I guess they can do what ever they want with their lakes.

Yes, twin did build em with there share's money...... Yes there is a spot of BLM. there was another member on here who worked for the BLM and knows where this land is. i dont remember where it is for sure maybe he will jump in if he see's this....

Yep there is a 40 ac parcel of BLM but, its under admin by F&G and some how or other Twin Lakes Canal company has control of it, i dont know how, I kept asking this when i worked and couldnt get a real answer to it. Dont try it, you will get ticketed ive asked if it can be done and I was told no. I dont have an answer to it and no one seems to be able to tell me how. My thought is the same, if it is public land and F&G has a land use permit for "Sportsmans Access" how can canal company charge for it. Its free to F&G and as I understood it, to be free for access just like other F&G access points. When the water is full, from the best gps I could find and all the land status maps etc, the BLM parcel does go into the water. But, remember, you cant get on the water because it is private and as also said, the damns were built with private money for irrigation, not hydro and yes the land around is private except for that 40 acre parcel. If some one else out there can get it shaken up and something done, go for it. Out of the 40 acres probably only a couple are actually useable because it goes up the hill and I wouldnt want it used just because of potential hill errosion and water contamination, but there definatley is some that could be used for camping and shouldnt be charged for or have any control by Canal company.

Thanks for the info. I guess you just have to choose your battles and I don't know if the BLM battle is something that would be worth all the trouble it could stir up. Maybe it's best left alone for now.
