Chesapeake Bay Rock Fishing

Can somebody give me some tips to catching these? My uncle and I have tried a few times while out on his boat, but havent had much success. We basically did some trolling using artificial shad, but had no bites yet.

Should we be chumming to gather the school around us? How do you locate them? We have a fish finder but havent seen many big fish.

Any advice or tips would be greatly appreciated. Thanks!
