Help! Certified Fishing Scales?

I am looking to purchase a certified fishing scale for my father's b-day with a 400lb capacity. I have been to several sites and the prices vary greatly. I have no idea about fish scales so would appreciate any advice on what brands have quality scales and where to get them. I was also looking at the IFGA website and it state that scales were only certified up to 100lbs. I am totally ....any and all help would be greatly appreciated.[crazy]

When is your Father's birthday?
Do you need the scale because your Father fishes tournaments or is trying to break a record? If not, you really don'[t need a certified scale.
