If you asking what the regulations are - really depends on where you live, or get licensed to fish.
Check online at the dwr for your state, fish and game department. They usually have a PDF you can download.

Or most places where you can buy a fishing license will have printed copies. Worth reading through, cheaper than getting a ticket!

You'll find "limits" on different kinds of fish. Certain places allow or don't allow baits. Some might even be baitless barbless. Then you get into "slots" where you can only keep fish in a certain size range.
