Mystery Creature of California Coast

I was kayak fishing for rockfish off the Big Sur coast when my GoPro caught something come to the surface behind me. Check it out. I have sever repeated shots with slow motion and zoomed in. Maybe you have an idea of what this sea creature is.

One other question do and of you guys notice difficulty catching groundfish like lingcod and rockfish when there is a full moon?

I'd have to go with a sea turtle?

I'm still not sure I've had so many different thoughts.

Turtle, sea otter or sea lion. Not the best footage to be sure but I'd also go with the turtle from what I saw.
