Maybe the increase is small change to some, much less than the gas for your 30 ft boat. Maybe fishing is all you are interested in and this increase is trivial to the costs of making a trip. Maybe the small percentage that buy a two pole permit will pay less. (It's certain the increase is not intended to collect less)
