I have read that no PWC and vessels with motors are allowed up river on Sunday and Monday but does that mean I can still rent a boat and go down river? I'm trying to go tomorrow morning dec 30 so if anyone knows a quick response would be appreciated.

Yes you can do down river just not up river above the hatchery... So anything below the launch ramp you're fine.
