Struggling at Deer Creek and Strawberry

I am new to this site. Although I am more at home in the river, I just bought an old fishing boat and am determined to get good at lake fishing. Had some luck at Rockport earlier in the year but have been struggling at Deer Creek and Strawberry. Trolled everything in the box and got one finally at Deer Creek on Brown Rapala. Tried a bunch of tips I heard on this site for Deer Creek to now avail. Bought some Shad Rap rapalas in like every color and just can”t seem to get fish on them, even have the ones with the different trolling depths. Starting to wonder if the shad raps are more for bass? Anyways I thought since the reports said the browns have been eating tons of perch at DC, I figured I throw some of those out. No luck. Also trolling pop gear, pretty hard to do with spinning gear, wondering if its possible. Maybe its just a bad time of year for Deer Creek and Strawberry since ice off has long since happened.
